What the United States and Great Britain are currently engaged in is classic war propaganda.
Such activity is banned under the International Covenant on Civil and Political Rights, adopted on December 16, 1966, by UN General Assembly Resolution 2200A (XXI). The first paragraph in Article 20 stipulates: “Any propaganda for war shall be prohibited by law.”
What could be clearer? Still, maintaining a free hand has always been the main guiding principle for Washington and London.
While agreeing to be bound by the Covenant, the United States adopted the following reservation: “Article 20 does not authorise or require legislation or other action by the United States that would restrict the right of free speech and association protected by the Constitution and laws of the United States.”
The British government has issued a similar reservation: “The Government of the United Kingdom interpret article 20 consistently with the rights conferred by articles 19 and 21 of the Covenant and having legislated in matters of practical concern in the interests of public order (ordre public) reserve the right not to introduce any further legislation. The United Kingdom also reserve a similar right in regard to each of its dependent territories.”
To give you a bit of context, the Covenant was adopted at the height of the Cold War with the objective of not only protecting human rights, but also making sure that humanity stepped back from the abyss towards which NATO’s military rhetoric was pushing it at that time. The Soviet Union, and later the Russian Federation, as well as dozens of other countries around the world understood the danger of war propaganda and voluntarily renounced this dangerous practice. However, both Washington and London refused to give up their ability to set a burning match to the wick.
What we are witnessing right now is the propaganda of war at its finest. They use aggressive rhetoric to cover up arms supplies to Ukraine, send military instructors there, hold NATO military exercises near Russian borders and have Western countries build their offensive combined-arms infrastructure.
For more than half a century, the United States and Great Britain have had this tool up their sleeves. It is now that they have decided to pull it out and are now swinging it like a stick by sustaining a manageable hysteria and influencing public opinion in their countries through media holdings like CNN and Bloomberg, as well as the British tabloids.
Everything is ready for Washington to press the Peregruzka button invented by US Secretary of State Hillary Clinton, who thought that it stood for “reset,” while the actual meaning was “overcharge.”

The world knows who lies all the time. Those who have forgotten how Washington fabricates pretexts for invasions should watch the address US Secretary of State Colin Powell made at the UN Security Council on February 5, 2003. He said the following in that ill-famed address (https://undocs.org/pdf?symbol=ru/S/PV.4701):
“The gravity of this moment is matched by the gravity of the threat that Iraq’s weapons of mass destruction pose to the world.
<…> (holding up a vial) Less than a teaspoon full of dry anthrax in an envelope shut down the United States Senate in the fall of 2001. This forced several hundred people to undergo emergency medical treatment and killed two postal workers just from an amount just about this quantity that was inside of an envelope.
<…> This is evidence, not conjecture. This is true. This is all well-documented.
<…> There can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more. And he has the ability to dispense these lethal poisons and diseases in ways that can cause massive death and destruction.”
Colin Powell later admitted on several occasions that when he was addressing the UN Security Council the US President had already made the decision to invade Iraq, and that he regrets (https://www.pbs.org/wgbh/frontline/article/colin-powell-u-n-speech-was-a-great-intelligence-failure/) that many of the data presented at the Security Council were false. Barely a year later, in 2004, he stated (https://www.washingtonpost.com/wp-dyn/articles/A18890-2004Sep13.html) in Congress that they would hardly find weapons of mass destruction in Iraq , which he claimed existed when he held up a vial to prove it. Incidentally, Mr Powell said (https://www.pbs.org/wgbh/frontline/article/colin-powell-u-n-speech-was-a-great-intelligence-failure/) that his address and the “well-documented evidence,” which had been compiled at the US National Security Council (Jake Sullivan is a member of that body now) was “totally inadequate.” He knew (https://abcnews.go.com/2020/Politics/story?id=1105979) very well that such mistakes are never forgotten. He said, “It’s a blot. I’m the one who presented it on behalf of the United States to the world, and [it] will always be a part of my record.”
In a report (https://www.govinfo.gov/app/details/GPO-DUELFERREPORT) published in September 2004, 1,400 international experts led by Charles Duelfer, Special Advisor to the CIA Director on Iraqi weapons of mass destruction, ended the farce. They concluded that no remotely substantial amounts of WMD had been found in Iraq.
And lastly, I would recommend that Mr Sullivan watch that address (https://youtu.be/BjRZdyVxg-w) in his native language.
American politicians have lied, are lying and will continue lying, fabricating pretexts for attacks on peaceful civilians around the world. This is a fact. I would like to warn the US establishment against dirtying their conscience once again, but I am not sure that they have a conscience.

In addition, China is not only focusing on the 2022 Winter Olympics. They are clearly aware of the danger and this is their response. They are not hiding the fact that these military exercises are a result of provocations from the US and its allies.
