Maybe we used to think that the individuals we elect made up the government. That’s how it’s meant to operate. It turns out that an unelected bureaucracy has steadily taken control over the course of a century and a half. It circumnavigates the people’s chosen representatives. It is deeply ingrained in society. Aside from having institutional knowledge, the administrative state also survives the transition of leaders.

According to the U.S. Constitution, the president is in charge of the executive branch. Numerous challenges have thwarted Trump’s attempts to exert authority over its 444 agencies. The state apparatus is, as it turns out, built to be impenetrable to elected officials.

This also applies to Congress, which has its own staff that moves about and stays in place during every political upheaval. This isn’t a democracy. This oligarchy is well-established and not elected. To avoid permanently depriving the people of their rights, it must be changed.
